So ES was only asked to come back because they didn’t have anyone better, right?
I see no reason for there to have been one in Dynasty: The Reunion. I assume you are referring to what happened on The Colbys.
Dynasty’s details of Jeff and each of his parents plus uncle don’t all match the details of Jeff, his parents and uncle on The Colbys. In essence those ‘same’ characters have a different life story in each universe. (Which is why I believe The Colbys didn’t need its Fallon played like how PSM had played her.)
In the Dynasty universe, there was only the S9 story that Jeff’s unnamed mother was Sable of Dynasty’s sister and she had run off with Sable’s husband Jason. What was there to resolve in that story? Despite that, Sable of Dynasty put the blame for the break-up of her marriage on Alexis, presumably because of the one-night stand her Jason had with Alexis, per this Dynasty storyline of S9 ….which contrasts with the story details of The Colbys.
Frankie, by name, was not a part of any Dynasty universe storyline that I recall. We hear that diminutive, alongside Francesca, only in The Colbys universe. Am I wrong?
That's hardly surprising when Samms' Fallon wasn't written for Dynasty.
I don't know. What story did they have for Fallon? Did they have a better one than the one we saw? Then maybe. But the Miles/Fallon/Jeff triangle (which was already resolved on THE COLBYS) would only make sense with Samms playing the role since Martin and Caulfield were never paired.
As you said, Emma was second best. So yes, they went with her when PSM said no.
But I wished PSM said yes to the reunion : it would have been nice for the fans to see that even the best actors can't save bad writing. Fallon's role/plots in this mini was so awful that no-one, not even PSM, would have been able to make it good.
I’m assuming that Francesca is just fine because Jeff never ever mentioned anything about her death in the car crash she had.
Ha! I don't even recall Jeff ever mentioning why he had nothing at all to do with running Colby Enterprises. Does he say here why, or is he back at CE? I've forgotten.
Back in S9 there was no Colby at the helm of the company while Jason was out of town ...but the disinherited Miles of S9 is back at CE now (did I get that right?) and calling Jeff "brother".

It is only a couple of years between season 9 and The Reunion, yet Linda and John look much older than they did, and should, in 88 and 89 (still great though all considering). And is LE wearing contacts, or was the camera work so different/crappy in the 80's so the blue in her eyes didn't come out right? Her eyes looks deeper blue in TR than in the usual show. John's hair isn't as "high" as it was in the 80's but i suspect it has to do with the changing from 80's to 90's rather than him loosing a bundle of hairs in just two-three years. That he even has hair is a miracle.
Overall, Blake's and Krystle's faces changed quite a bit from the first seasons, did they undergo plastic surgery or just cooked in the Hollywood sun?
The lab work was better in THE REUNION than much of the series.
Forsythe had a face lift during the series, and Linda had one between S9 and THE REUNION. Joan had a facelift and new boobies between Seasons 8 and 9.
Blake's face was very "deep" depending the angle it was shown.
I suppose The Reunion did a better job of getting core cast members back than JR returns did. JR returns had the plot of JRs (fake) funeral as a natural reunion of many family members but his own mother, 2 of his brothers and his eldest son missed it as well as nephews and nieces. In the Dynasty reunion there was no family event to get all of the family together.
