Okay...I'll toss a name in the hat:
Rhonda Ross Kendrick
Oldest daughter of Diana Ross, and no stranger to "fabulous paternity secrets" and the mess they create when they are revealed. Played Officer Toni Burrell on Another World in the late 1990s, so she'd also be no stranger to soaps, either. A bit young for the role (47-ish), but I think she would bring a bit of celebrity to the role within the confines of the CW's limited budget.
La Toya Jackson
She had a guest starring stint on 90210 so she's within their budget, plus is also The Thinking Man's Jackson
I like the idea, in theory, but she's got that helium sweeter than sweet voice. And ideally you'd want someone with the range to play a fabulous turban wearing diva. I'd lean more towards Diana Ross' daughter. I mean Dominique was essentially meant to be Diana Ross only they delivered such a weak diluted version of her. Maybe this time they can fix it.
What about Candis Cayne? She has a soap past ("Dirty Sexy Money") and it would be PC in these days more than ever. The writers can write about her trans identity (or nor...) and make the plot more interesting...
Well if she was a transwoman she wouldn't be the Colby kids' biological mother.

I don't think she'd be available (she's starting a new TV show, and she might be too big a name for the CW to afford), but I wanted to throw her name out there just cuz.
But we're not talking about casting someone to play "Diahann Caroll" we're talking about someone to play Dominique Deveraux, a fictional character. And this would be a new rebooted version of said character, so there is no reason that this new version can't be a plus-size woman. It's certainly not as drastic a change as casting a man to play "Sammy Jo" (or casting a blond to play Alexis). I think she would be a good choice.
I think it also depends on what route they want to go with Dominique - obviously, we know she's New York based, but is she still a singer? Or someone who left her children when they were young to become a club diva/host? I still imagine her working in the night club circuit, albeit might not necessarily be a singer (original Dynasty barely did anything with that anyway, bar Claudia owning a Dominique album)
New Millie being Blake’s half sister is what o-Millie was, but that may be as far as it goes. Dominique may not be in the picture. As a singer, her generation’s songs don’t have much of a place with cwDynasty’s majority audience. The ‘club’ angle has gone to Monica, who cwDynasty originally conceived of as Monique. Mille could be an agent for singers; but I’m thinking that with the van Kirks in New York and Millie also there, it might turn out there isn’t a Dominique but perhaps a mixed race Sable-kind in a Millie who’s a part of the van Kirk family. So nuBlake’s closeness to his half-sister would be a nod to o-Blake’s liking of Sable.
RuPaul. I mean, picture this: Blake Carrington finds out he has a baby brother. Dominique arrives. Blake goes looking for him, not being able to find him and finally getting the shock of his life when he discovers that his brother is dragqueen Dominique.
Well, unless they pull a twist where Cesil is transgender and bore children, then I'd say Dominique won't be Domanique... unless Millie went through a sex change to become a man, but also started doing drag shows. But that might be a bit too twisty even by todays standards!
